The first thing you have to do is contact your association and see what is NOT allowed.
If you can't permanently attach anything to the railing or build anything permanent, you can achieve privacy by making a trellis type screens by building a frame with lattice inset. You would not need this to be any more than about 5-1/2 to 6' tall.
Think "folding screen" except you could make these in 3 pieces 24" wide (with the 2x2 edging you would come out with 7' coverage). Then brace it in place with your patio furniture or pots with climbing vines!
Another idea is that if you are handy, build a bench with a very tall back!!!
Jeanette is right about checking first with the rules and regs of your condo association/strata is see what kinds of structures, materials, and even colors may or may not be allowed.
If you are limited to a privacy screen that is not permanently attached to the outside (perhaps considered common walls) then make sure that there is a provision to either retract, roll up, collapse, or cover up for additional protection from the wind.
I have seen tarps and fabric curtains, even from the second floor, being lifted off their anchors and fly away in the wind like sails on a ship.
