it depends on where you are -- if it is protected by a little shed/building you can get 'heat tape' to wrap around it -- like you use for exposed water pipes -- leave the water running -- uses more water, electricity that way -- the tape cheaper and better in the long run

I use a heat tape around the pipes. It goes on automatically when the temperature gets to whatever you set it for - just above freezing. My pump is inside a cement block well house and I leave a 100 watt light bulb on all the time. Never had anything freeze up on me in 10 years.

You can get heat tapes at Lowe's or Home Depot...

I’m in MD. This is the first home I have had that has a well supply for water. I really don’t know much about it. i have components inside (blue round barrel thing, a switch for on and off) outside there is a white pipe coming from the ground with a metal cap on it. I am guessing this is the well pump. This is what I’m interested in knowing if I need to tape it or protect it from freezing.

You should protect everything that handles/holds water. That blue barrel is a water holding tank so that you have pressure when you turn on the water. The pipe coming up from the ground is probably coming from the pump and filling the water tank.

If you use heat tapes make sure to follow directions. DO NOT cross the tape over itself and make sure the end is touching pipe - it's the thermostat to let the tape know when to turn on.
