base boards will cover the paneling stain. don't know about carpet. Put furniture over it?
Would you be open to painting the paneling? You could use a stain blocking primer. Or, If the stains are very low down the wall, the base boards are a great idea! Stream cleaning with a shampooer might help with the carpet, I would try that first. Maybe there is a heavy duty carpet cleaning solution that could clean up some of the staining.
Hate to give you the bad news, but the paneling should have been cut back to the dry line because mold can be growing behind it within 2 days. Likewise carpet should be removed and you can get it cleaned by a recovery service. Your homeowner's insurance or flood insurance should cover this expense.
