Usually, you can slide them up to remove them from their mounting bracket. The bracket is usually screwed into the stud or fastened to the drywall with molly bolts. You can then remove the bracket altogether or (if it fits) just attach a new towel bar or towel hook to the old bracket.

Usually there is a teeney tiny screw at the bottom edge of the brackets, give it a couple turns and you should be able to slide it up to remove from the bracket. Then remove brackets, fill with spackle, sand and repaint.
You will most likely need the correct size allen wrench to remove the set screw.
