You cannot shorten ceiling fan blades. You can purchase replacement blades at any home improvement store and just replace them.
We had a ceiling fan that was to big for small bedroom, actually didn't give any air, wooden blades, took them down cut them down 100m put them back up perfect and now there is air
I am not sure from your post if what you really need to do is shorten the blades or get a longer rod to lower the whole fan. Instead of shortening the blades, which will result in there being less air moved, see if you have enough height to replace your rod with a longer one (any home improvement store sells them in several lengths) that will bring it down so the blades won't hit the ceiling.
