not sure about the type of chairs and how they look at the moment but maybe you can pull the material taut and restaple below the seat?
Remove the black fabric on the bottom of the chair. Is the webbing underneath still intact? If not staple back in place.

Sally if the seats are sagging it is because the base of the chairs is giving way somehow. If the very bottom is webbing then that is what the problem is. If there are springs they may have given way. Putting cushions on top of the sag will just make a fatter sag. This must be investigated from the bottom up. Good luck!
