How do I remove stuck light bulbs from a bathroom fixture?

Maybe try heat, or steam. It might affect the finish a bit, but should unstick the figurine

Maybe it stuck from the dresser finish getting soft/sticky? Maybe if you used a hair dryer to warm up the figurine base/dresser top you can wiggle it loose?
Dental floss? Take a really long piece, wrap it around your hands, place at the back of the figure and make gentle sawing motions with the floss. If you've seen a potter taking clay off of a wheel, that's what you are doing. It should break the suction between the figure and the dresser top. Then you may want to put felt on the bottom to prevent the problem in the future.
Dampen a small towel with hot water and wrap around the base for a couple of minutes. If the moisture leaves white marks that don't go away after an hour or two, buff with a little bit of white toothpaste.
