If you are asking about a warranty claim on the tape, that's not us. You likely know that you have to repaint so you're not asking that. If you want to know why the paint came off, there are two possibilities. Either the paint was not fully cured or the surface that the paint was on was not properly prepared and it did not have good adhesion.
If it's only small areas, maybe try a wood stain stick to fill it in. http://www.minwax.com/wood-products/maintenance-repair/minwax-wood-finish-stain-marker. If a lot of the finish came off, I would guess it will need to refinished altogether.
