I’m a lover of tole trays as well. I have a very old one with years’ worth of scratches but I have left it as is as touch-ups would spoil the “old/antique” look. However, if your tray is relatively new or old (but looks new), you could try a narrow-tipped Sharpie.
If you only use the tray for decorative purposes, like I do, there’s many Micro pens available at craft stores - such as Michael’s - that will also work well.
Also, if you have the usual craft acrylic paints (the dollar-store type) around the house, you could even try using that type of paint with a very thin artist’s brush. Your scratch can be easily remedied!
