Depending on your results with the fine sandpaper you may need to go to steel wool.

Did you run a torch or heat gun over the surface after it was applied to remove the bubbles? this might have caused your "dips." Use fine tweezers if you've got a bit of dust.
You may want to watch some of there videos on how to avoid imperfections.
