Will a 2nd coat of epoxy fill in all the sanding scratches on my table

I already had1 coat that was not smooth it had dips and scratches so they said sand and put a 2nd coat I haven't poured yet because now its cloudy and scratched from sanding dos thenext coat fill all that? HELP. it's a bottom shelf I can't scrap it.PLEASE the top is almost done except paint.
This is my ugly sanded one.
The top of the table it's a surprise for my mom's 833rd birthday.

    Depending on your results with the fine sandpaper you may need to go to steel wool.

      I got a 3000 grit and wet sanded it still looks cloudy but smooth when I wipe it with alcohol it's shiny.so I'm going to go for it in the morning and and a thin layer of epoxy resin.wish me luck. Going to bed😴

    I usually wet sand epoxy when I've messed up with 800 = 1500 grit wet sandpaper.... https://www.youtube.com/watch?v=6oVtmJhh_Ss&t=158s

    Did you run a torch or heat gun over the surface after it was applied to remove the bubbles? this might have caused your "dips." Use fine tweezers if you've got a bit of dust.

    You may want to watch some of there videos on how to avoid imperfections.
