Just turn on the hot water at the spicket in question - if anything is coming out then it is most likely not frozen. Make sure no one accidently turned the valve off.

Maybe it did freeze. Is it on an outside wall? The simplest fix would be to see if it is frozen. Open the doors beneath the sink and remove everything that you can from under the sink. Place a portable heater so that it sends warm air into the space. Give it some time and then try the tap to see what you get. If it is not frozen then it is cloged.

if there is no hot water, it may be the line is blocked or there is no hot water line. Has a plumber looked at you water system?

if you don't have a space heater you may be able to thaw things out with a fan blowing the rooms warm air into the cabinet. Tonight leave the cabinet doors open under the sink to help heat that space. If there are no leaks you can heat the space with a small lamp using a conventional 60 W bulb
