Is there anything to put on this mess to remove it? It is buckling up in areas and the rest is stuck on the concrete. Any ideas?

scraping. I have to depend on others t do it for me. Maybe, I could just put a light layer of concrete over it and paint it.

Does anyone had a solution about what to put on neighbor's mulch to keep cats from using it as their personal rest stop? The odor is so strong and offensive.
