I have vines growing in my cedar hedge I pulled they were long. I made wreathes out of them us could use these will they are still fresh wrapping them around balloons. With string ones you might consider spray them copper!
You can buy the little wicker balls at most craft stores, if you don't want to make them. They'd probably stand up better to outdoor weather, too. You'll probably want a ball on every second light on your string, or whatever looks best. Just poke the light through a hole in the ball and secure it in place with a thin wire or fishing line.
Can't see how you could do them without balloons, with anything else, how could you get it out of the cane ball. If you have children, they would love the job of popping them.
