Consider doing container gardening instead. This way you can have all the flowers you were used to.

Gardening in Gravel
I have Sedum Angelina in my gravel beds. Just be sure to scoop the rocks out of the way temporarily so the roots get into the dirt, then move the rocks back. These grow and spread beautifully. These plants stay green year round and require little moisture. Hens and chicks clumps look great in rocks, also.
Sedums, succulents, yuccas and cactus would grow in gravel. Then add your pots of color.
One word ajuga . Not sure about the spelling but this is close. It is pronounced ah-jew-ga! Comes in different varieties and colors.
When they bloom they have beautiful little purple flowers.
This plant starts out growing slowly, then it's everywhere you look.
Also very easy to transplant and propagate.
It's a ground cover that blooms. Very hardy. Looks great with sedums.
