a utensil holder or pot holder , small pots
It looks to me a pot holder. I would spray paint it and attach a chain or rope and put a pretty flowering potted plant inside and enjoy hanging from a shepherds hook or tree.
Looks like a wall mount utensil holder for the kitchen. Leave as is or paint it. Would make a nice bracelet or necklace holder. Turn it upside down, line it with some landscape fabric and sphagnum peat moss, fill with potting soil, plant some flowers in it. You can even poke holes in between the partitions and stick plants in the holes.
I believe in the picture it is upside down and is designed to be hung on an outside wall as a planter.

bought one for $15. in mid 70s, used as pot rack till early 80s was repurposed to my dads work shop where he used to hang brushes, tools, bags and other mystery items. Returned to me in the mid 90s to be hung in my garden sun room with hanging , planting tools, knee pads,twine( you name it) till 2010 when moved to new home,currently now in my basement waiting for rebirth.
Love the outdoor ideas for plants! The hayrack look , would also look great with seasonal decor. My current home is log with black accents, roof, window trim, so would dress up an area, might try to hang humming bird feeders from. Keep the ideas coming!!

My 93 year old grandmother has one of these in her kitchen. She hangs her large spoons, ladles, spatulas, and other large utensil on it.

I had one of these back in the 70's, it is a wall pot holder
if you wear scarves, paint it a pretty color and use it on your bedroom wall to hang scarves on. Or maybe on a wall or fence outside and hang miniature pails on it with succulents in them. You could even use screen and coconut fiber (found in garden dept of Home Depot & Lowe's, etc.) and put a plant in the top portion.

Angela is correct- it's a large ladle and spoon holder- not a pot holder. Our moms hung large metal ladles, spatulas and spoons on it.

I have one the same which I bought at a market and I use it as a utensil holder in my kitchen.
It is setting the right way. There are 4 screw holes so you can screw it to the wall and hang cooking pots from their handles.

- As been said it's a pot holder - just bought a cottage and there was one of these in the kitchen and what did I do first - whacked my head on the corner hook! So it's left the building to be re-purposed for a hanger for BBQ utensils, hot-mitts etc. in an effort to lessen the traffic from deck to my kitchen drawers!
I have the exact same thing. it holds pot & pans with long handles, also fry pans. I got mine in 1968 with S & H Green Stamps.

I had one just like it in my apartment. It is just half of a pot hanger for the wall to save space.
These were made and used from mid 1700s to early 1900s for high end house kitchens and restraunts. As others have said herein , used for kitchen utensils etc. Compact and low profile early form of what we use today. If you look at how its made and how it attached to a wall it was originally designed for Cast iron pans. It can handle alot of weight.

I agree -- holds pots/pans and/or utensils. Last year I found one about one foot wide at a yard sale for a dollar. I was delighted as I had been trying to figure out how I could hang some old utensils of my Grandma's. It fits perfectly between some shelves and a door. I can still see her frying chicken and turning it with a long two-pronged fork -- and that was 70 years ago.

It seems the hooks are rather close for pots and pans. They would be rubbing and pushing at each other? I want to say cooking utensil holder. But it could reincarnate into any one of the above suggestions. Could be used as an umbrella hanger. Or anything your imagination conjures up. It's really neat. Enjoy!

I think it is a basket holder for flowers that hangs on the outside wall that you put that brown looking grass or whatever it is called in it.
It is definitely a pot holder, however, if you don't want it hanging in the kitchen, would it suit the decor of your bathroom(s) and serve as a towel hanger?
I really don't know but I would use it to hang a flower basket in the center since it has those things that look like you could attach a chain to and I would hang smaller pots around the bottom at different lengths to have even more of a show stopper.
