How can I redo my pantry storage on a budget?

I clean my pantry out monthly but it still looks like a hot mess each time. I store food, small appliances, cards and notepads, cleaning supplies, well you name it, it's in there. I need storage ideas and a way to make the shelves I already have installed look neat and organized. Please can someone help me!?

I'm a big fan of using bigger containers ( usually repurposing thing that I already had in my house like pretzel containers, and baskets and cardboard boxes that I cover in fabric). When everything has its own set place, then I find I need to clean/reorganize less. And when I do, its usually a smaller job then when I needed to re-organize every weeks or so. I can focus on the one or two sections that have gotten messy. Thanks so much for your input! I think I'll get started this Spring with a complete clean out of the pantry and then see what baskets,etc. I will need. Then I will look for deals on baskets. I am very budget minded.
