I need suggestions for preventing regrowth of grass and weeds

I'm going to tear out the island in front of my house, which has monkey grass, small shrubs and weeds, and make a patio type area filled in with pea gravel and pavers. What is the best way to prevent grass, etc from returning and growing through the gravel?

First put newspapers and heavy black plastic to smother any remaining roots etc. Once that is complete put a heavy layer of industrial strength landscape cloth down.
I use white vinegar, and rock salt with a couple squirts of dawn dish liquid, it kills everything in its path, the rock salt clings to the dish liquid. After that I would put the newspaper or cardboard boxes cut apart, then add the landscape cloth. Then add your pea gravel and pavers.
