That's so frustrating!! Try making the plants unattractive to them. Cats hate the smell of citrus, so you can sprinkle citrus peels around the plants, and you can give it a spray with vinegar or cayenne pepper to keep the dogs away. Good luck!!
Spread fine gauge chicken wire on top of flower bed (just after planting if possible) and cover with 2 inches of dirt. Digging can't go much beyond the chicken wire!
Possibly the plastic mesh they sell to keep birds off fruiting trees would help and be easier to manipulate chicken wire. Otherwise chicken wire is the best thing. Plastic mesh stopped squirrels from digging up everything in my yard, but cats may require more drastic measures.
The only thing I found that ever helped keeping pets out of my flowerbeds was buying upholstry strips that that have the sharp points on them (not the nail ones). I laid them in the there fairly close together and it worked like a charm.
