I would use water and soap but I donĀ“t know wheter sisal rugs shrink with water. Some stains are from spilling drinks, some others were produced by pets.

They make a cleaner you can get that can be attached to the water hose. Check at the deck store or Home Depot.
mix bleach with water in a pump sprayer and spray it on there, let sit for a few minutes and then wash with a power washer or just a spray nozzle on a water hose if you don't have a power washer
I use 1 part bleach to 5 parts water. Try to do it on an overcast day. It dries too fast in sun. Don't make the solution stronger, it is a waste. I live in humid (usually) Florida and have trouble with same. Oh yeah, I put a splash of very cheap laundry detergent in it to keep the solution wet longer (time is what you need).
