What is the counter made of?
I am not sure that you can add color back to a faded surface without covering or painting the entire surface. It also depends on what it is made of. Something that could withstand water on it is contact paper and you could do whatever you want as there are many companies on the internet that sell all different colors and patterns on contact paper.
Could you possibly tile it? I've even seen people redo counters with Cement. Check this out.
