Make sure your ground is level.Most of the time when laying patio stones they should be set in a a foundation formulated for pavers,add sand ,lay the pavers and fill in with more patio sand.
My contractor built a 10 x10 foot 'box' with pressure treated 2x6, he drove long metal stakes into the ground against the wood every couple of feet to brace them in place and then filled it with crushed stone, tamping it down every few inches. Patio stones were laid on top of the crushed stone and then gaps were filled with sand. You could use your form on top of the base.
