Hi Jennifer, in my opinion, I would remove the formica. I have replaced a lot of formica tops and most have old loose glue and will pop right off. But, if that formica is really secure, then be sure you skuff up the surface really well so anything you put on top will adhere better.

You can put a concrete counter on top of a Formica Counter - but I'd take off the Formica first - it should "pop" off really easily just like the Harding's said!!! Good luck!
I know nothing about the concrete but I can tell you my idea of taking acrylic paint over Formica and epoxy it was less then 3.00 for paint but the epoxy is pricey.
