Look for screws at the base that can be tightened or a swivel lock that can be engaged to hold the chair in place. Tighten any screws or brackets on the base of the chair or at the bottom of the stand to see if that impedes the chair from turning. If that doesn't work, fit a small rubber wedge under the chair, between the base and the swivelling pole. Hammer the wedge gently into the base so it creates a seal between the chair's base and the pole it sits upon. The wedge will cause friction and will limit the chair's range of motion.
Hey,
SwivStop is this high school startup which allows you to chose how you sit. They use AbsoluteLock Technology to give you the option to stop the rotation feature of your office chairs.
