Can I paint my popcorn ceiling?

Yes you can paint over a vanity as long as you prep it correctly. I do not believe you can paint a porcelain toilet.

There are so many different types of paints on the market now, it's very possible that you can find a paint to suit your needs. Why not go to Home Depot or a similar store and talk to the person in the paint department.
For a bathroom its suggested to use either a satin or semi-gloss finish as its more durable. For a toliet, I would look at Rustoleum Tub and Tile and see what they say about toliets.

As far as painting the toilet, I would just replace it if you have the money. The refinishing kits that I have seen (because I also just painted my tub and surround) I believe are for tub and tile projects. You may be able to apply the same product to the toilet, but I am not sure. Check with Home Depot or Lowes before doing it. Good Luck!
