Certainly worth a try, I am just thinking unless it is real perfume, most colognes and fragrances are alcohol based and when lighting a candle the alcohol burns up and what would be left? Not much. Certainly try and see what happens.
Yes, add perfume (as much as you would be happy smelling) into slitely cooling melted wax, stir it all together then melt (just melt) to pour into mold. Don't forget to put wick in. Try a small candle to see if you are happy with it. The scent you get when you burn the wick may be different than your perfume. Some perfumes don't work very well because of their content. Quantity of scent versus alcohol.
Check Google for the base scents (bottom/middle/top notes) and get some essential oils in those scents. Mix the oils until you get the scent you want. Soak the wick in the mixture and add the mixture to the wax.
I would try to recreate your favorite perfume/cologne using essential oils. You never know if the perfume/cologne is flammable!

You can use cologne or perfume as long as it is oil based.
