I know that opinions vary, but what's your opinion?!I have great luck w Rosemary plants. Green all year long.
There is a sprinkler called "Sprinkler Scarecrow". It has a motion sensor that sets off the sprinkler to chase away all sorts of animals.

Water pistol
I put raspberry canes around the edges of my beds to discourage kitties and squirrels. So far, raccoons have left my stuff alone this year, too. If you have ever peeled an orange around a cat, you will know that they hate citrus. I used to tuck my peels near my plants, but they need to be replaced after a rain.
Dog, coffee grinds or tiger poo from the zoo. The first two are obvious. Tiger poo is a sure sign for the cats that they are on unfriendly territory and they won't come back.
Moth balls.
They hate citrus! Try sprinkling citrus peels around your garden- best of luck!
Try putting mothballs into you flower beds, that should stop them from using your flower beds.
I agree with Sally. I had the same problem with a neighbors 2 cats and I sprinkled moth crystals in my flower beds and it got rid of them. They never bothered MY flower beds again!
aluminum foil crumpled and peppermint oil spray.
Buy a large canister of black pepper. I bought mine at Sam's club. Spread the black pepper on the surface where you don't want the stray cats. This works well.
Stick plastic picnic forks tine end up, about 6" apart over the entire garden....deters the cats. After the plants get larger you can remove the forks rinse and save for next year.
As a LONG time cat owner, here's what I have found. I don't know how your garden is laid out, large or small, but for "in between the rows" the best thing is to cut a strip of chicken wire as wide as your row and lay down the row. They don't like walking on it. If getting too close to your plants, can place larger size rocks around the perimeter of the stems. For all you cat owners out there, this also works for your house plants in pots, can cover opening with aluminum foil, place smaller rocks in the dirt or cut a piece of chicken wire to fit opening.
