Purchase painter drop cloths. Cut to the size you want (if required) tape a design or freehand then paint away!
That's a very big rug to create - heavy to handle if it's made of any substantial material that would withstand use. Could you get away with painting the floor with a rug-like image?
Maybe check Goodwill for a rug then paint or stencil with a new design (even flip upside down for a "clean" canvas).
I made a roomsize rug out of Carpet Samples. The bigger the better but I used 12 x 18 tiles they were a dollar each at the carpet store. I laid them out in a pattern I liked ( a plus is to have some tiles with patterns use as a center medallion). Turn them over use Gorilla tape to join together. Looks great, tiles are usually of high quality. the rug is now in my sons rec room and ten years later it looks new.
I wanted a rug for my computer room, in fact my chair is on it right now. I did not want to mark the hardwood floor by rolling my chair over it. So we went to the surplus store and I had a piece cut off of a roll of "linoleum" it is about 4 X 6. I then took white tape (I forget what it is called but its about 2" wide and I made a border out of that. Or you could buy the same thing in your measurements, use the back side and paint a design on it. You could make some interesting designs by using painters tape.
