One way would be to add warm water to the tank. You could do this by connecting a line from the hot water from your sink area.

Have you checked to make sure the toilet wasn't hooked up to the hot water supply instead of the cold water? Could be the reason it sweats. Also, toilets are NOT supposed to be mounted against an outside wall. If it is and the walls are not properly insulated, it could cause sweating.
A plumber can add a hot water line to it...it can be used/adjusted to allow for tepid water to fill toilet tank thus avoiding the sweating.
