It looks like a sweat scraper/shedder that we use on horses. The smooth side (I think I see a smooth side on that blade) is for scraping off sweat in the summer, and the rough side is for pulling off winter hair as it sheds. Looks like a fur comb. Dogs with long/thick hair get mats. Using this will help get out the shed hair so it doesn't mat

Doggie brush to use when they're shedding. Look in any farm supply store where pet supplies are located and you will find them in different styles.

It is a deshedding blade for short-haired and long-haired dogs. You use it starting on the rear and work forward. Use a light hand especially on short-haired dogs. You can cause a skin burn with too much pressure. They are especially helpful in spring and fall when long-haired dogs are blowing their coat. Use 1-2 times a week for about 3 weeks.
