Before you apply stain, make sure the surface is clean(no dust, dirt, wood fibers or grease), dry and free from mildew. When a surface is not clean, stains and other finishes have trouble sticking and may end up peeling.
There are no shortcuts. As already stated, deck must be clean. We've power washed and had no problems. If there are rough areas, they must be sanded smooth, then rinsed and dried thoroughly. If you think it's dry - wait another day or two. You must have dry sunny weather for at least three days for this project - more is better. Good luck!
