most paints should stick but it also says on the paint can what it's for so you can get one that specifies works in metal or whatever the toy is made out of.

If its plastic use Krylone paint for plastics, if its metal use Rustoleum for metal.
he would be supervised - not chewing on it, but paints today are lead free

Do some light sanding first to dull the present finish then use some Krylon spray paint for plastic if your toy is made out of plastic if its made of metal i would recommend Rustoleum spray paint.
Get a paint that is safe for painting kids furniture/crib/highchair, etc.
they sell paint for plastic now and it works great. You can also add a bike horn and stickers to make it even more fun. Let him help with the stickers. You will be building memories.
