With this type of window, the ropes on the inside, may be rotting away. I would use a screw driver, to open them, and use a strong stick to hold them up, and clean that area. Take off the inside wood, to open up the area, and clean this completely, and then put it back on, when you are done. Do make sure the ropes on the inside are in good condition, plus the weights. This brings back lots of memories. Have a lovely day Before you are done, you may want to put some felt in between the windows as well, to prevent leaking cold air from coming in, in the winter time. I don't know what state you are in, tho you may also want to seal them, with plastic, to save on heat loss in the winter. Have a lovely day, J.
Get some chain lube or WD-40 and spray the tops and sides as much as you can. Let it soak in for a few minutes and try again. Keep spraying and trying to move the window until it's unstuck.
Run a hot hair dryer along window frames to reduce the humidity swelling.
