I would look to buy a small spice rack at a yard sale. If you wanted them in a drawer, tilted plastic rows would help organize them. Or if you can make or find a thin box, add a larger dowel rod for the polish to set on, and a thinner dowel rod to hold them. The dowel rod one looks the simplest to me to build. See the photos for ideas. With the dowel rods you would have a choice for height and also adjust it on one row for other containers like remover or cotton balls. Just a thought.
