Soon after they flower. Don't wait too long, or you'll lose the blooms for next year, and you'll be stimulating growth at the end of the growing season--not good, going into winter.
Right after flowering is finished
Trim right after flowering in the spring. The new growth will make flower buds for the next year.
Spring...unless you're OK with no flowers the following year.
Most any shrub that blooms in spring should be cut back in spring, if you wait then you will be cutting off next spring blooms
