the "arm" that allows water in/out of tank. I already turned the tank off to keep the water from contantly running.

It's probably easiest to just replace the entire mechanism. You can get a replacement set at a hardware store pretty cheap and replace DIY pretty easily. Just take your current parts and note your toilet brand for the right replacement parts.
