I used elmers glue to coat projects ..you can mix it with water and apply numerous coats. I think the stuff from the dollar store is essentially the same.

The glue is still water soluble... the mod podge much less so.
yes. You will mix it with water. I'm not sure all glues are equal in quality so you may want to test it on something small first to make sure your consistency is correct.
