Wear a mask and sand.... the laminate has a slick finish and will need to be sanded to rough it up enough to hold onto the primer and paint and sealer.. 80 grit and a palm sander will do the job... if you want to keep the dust from going into the other rooms... tape sheet plastic over the doors and block off the heater vents to the kitchen... until you are done
Chalk paint is not very washable. I would really think hard about how you are going to keep countertops clean before using chalk paint. If you do paint them, consider using a clear poly over the chalk paint to make them easier to wipe down.
Definitely no need for sanding when using chalk paint. Just use a good wax/finish
