If you cover the outside only, you should be safe with whatever you use. As long as you don't paint the inside you should be able to safely use the breadboxes to store food products.
I wouldn't paint the inside of the boxes but you could certainly paint the outsides. there are many options. You might want to look for paint made just for metal for that one.
