You'll definitely want a good quality exterior paint. Your local home store people will know what is best for your climate. There are paints that have the primer already in them. For black, you may need two coats, whether they are one primer and one paint, or two coats of a combined paint.
I would, it's exposed to the elements all the time. I would also do a good marine varnish on it after you've painted and let dry very well. You'll be happy you did and it should last you for many years.

Yes and make sure you sand first if needed. You can get Behr Paint from Home depot with a primer already added to the paint which is amazing. Applies like a charm.
I'd say yes if the original finish is weathered. Do at least a light sanding and use wood filler to smoother and fill any scratcher holes. Sand that when it dries. Them prime. Ask them to tint the primer for you since you're going black. Good luck!
