You can do either way. I typically like the back of the bookshelves to be painted a contrasting color. Here are a couple examples I wrote showing this: Library shelves and more library shelves
I think it comes down to personal preference! I've seen a lot of people do a pop of color on the back of book shelves and a neutral color on the walls.
Personaly I like also for the bookcase to b painted the same color as walls. I also like chair rail with the top n bottom completely it'different especially w a smaller room.
