How do you hang something on a stucco wall?

Not sure what is under the stucco, but it's as hard as rock. Id'd like to put up shutters or something to break up a big blank wall.
Also, I'd like to put up a handmade tile strip. Ceramicist artist friends have said they use silicone of some sort. Can anyone provide details, please?
I live close to the ocean, so salt air and harsh sun are a consideration.

    There will be a stud aside the window. 16 inches will be the space between another stud.

    i would think you would have to use a masonry nail.

    they make bits for drills specifically for use on cement and stucco. They also make hooks to attach to that stuccoed wall.

      Those drill bits worked for us - depends on what kind of drill you have, but it should be a good answer.

    Use 100% silicone adhesive for the tile. Drill holes with masonry bits and use anchors for the shutters.
