depends on how they are attached to the frame -- if 'hot glue' - you may be able to 'pop' them off with a little pressure, if a 'white glue' -- like Elmers .... and the buttons are not water sensitive - if they're plastic, etc., you can try warm water soaks; if it's an acrylic type adhesive, Acetone ( fingernail polish remover ) will soften it. Apply with a cotton swab to the back of the button / edges of the glue dot.
Check with your utilit company and ask what they recommend and if they offer rebates.
Are they glued on? If so, try inserting dull knife blade to separate from frame. Maybe water would desolve glue?
Hot glue can be tough. I used it to glue a clay pot figure and it was off center. I just popped it in the oven to heat it enough that I could pry them apart. I have also used a razor blade. With a razor you need to be super careful so you don't cut yourself in the process. Good luck those are really cute buttons.
I got to thinking some more -- you could try a coping saw -- like a tiny hack saw blade -- with an adjustable angle -- there are also 'wire saws' -- a very VERY coarse wire with rings on either end to 'saw' back and forth -- I used one to remove mirrors stuck to a ceiling! with the sticky pads that came with the mirrors ... very labor intensive -working over my head - but worked like a charm --
