It looks like a C - Clamp. I think it's used to hold 2 pieces of wood together. I'll have hubby take a look at it when he comes home from work. He probably has 10 of those out in the garage. Very mechanically inclined - and an HVAC tech!

as far as l can see is the tool of the photo not a spring compressor, l cant see how it will do the job !
