Two come to mind. Gel super glue or silicone. Super glue may set fast enough that you can hold it in place.
You'll either need to take the mirror down or find a way to hold the tiles up while silicone sets. You don't need an expensive silicone glue. Cheapest clear silicone caulk will work.
Don't count on getting either of these off without damaging the mirror.
E6000 glue for sure!
I would use an epoxy.
I did a frame around my bathroom mirror using small tiles (probably about 2” sq. I used E6000 and glued them right to the mirror. It has been about 4 years now and not one has fallen off!
