Don’t know about the cold, but I use Amazing Goop, available at hardware and craft stores. We have temps over 100* in Phoenix, but ‘it‘s a dry heat’. I have noticed that in humid areas, many glues do not hold.
so ,food for thought ,you have all uses glues for your projects that live in totally different climates,how can you possibly give the proper answer.
Water proof PVA craft glue
E 6000 probably the best glue I've ever used
Marine glue should stand up to any climate.
I would use outdoor construction adhesive. Can be purchased at HD and Lowes or your local hardware store.
