I think so. First brush the dust off the shades. Finish by going over the material with a swiffer duster sheet which will pick up more fine dust. You could also try vacuuming them. Tape paper over the inside of the shade to protect it from spray. In a well-ventilated space (maybe outdoors or in garage) spray light coats until satisfied with the look, letting them dry between applications and carefully wiping away any drips. Note: This will probably cut down or eliminate light coming through the shades.
Sure you can, just keep it a light coat in the fabric so it doesn't pool or puddle up on the plastic underneath
Yes, I have done this. I used acrylic paint on mine, but you should be able to use fabric paint, chalk/mineral paint/ etc.
I would use a brush rather than spray. It will take two coats no matter what method you use.
I've painted lampshades. I used acrylic paint in a lighter color than the wall using a mixture of while and the wall color. Then I add water to the mix; This will allow the paint to penetrate deeper into the fibers and will allow more light.
Walmart has acrylic paint in the hobby dept. cheap.

Yes you may paint those lampshades. You can take off stripes you can put you stencils or you can paint them solidly. You may use acrylic paint and water in a spray bottle for interesting designs with watercolor a fact you may use spray can colors preferably very light colors so light will shine through or you can use fabric dye with a brush or was a spray bottle again to give a modeled watercolor affect. You can also use small appliqués or other embellishments on your lampshade to cover perhaps any paint mistakes that should occur . Since they are not what they need to be now feel free to enjoy experimenting with them if they don’t satisfy you go over to your nearest Goodwill store and buy two more! Space the idea is to be creative and have fun.
