You can like Shoshana suggest. Sand lightly, apply stain, and at least three coats of a water based poly. Use a foam brush to apply the poly for a smooth finish.
You can use a polyurethane that has stain in it (oil based). It will lay on the surface. You will need to seal with epoxy. You can also paint laminate, but stain by itself will not penetrate laminate.
