If the paint on your cabinets is in good condition, you don't have to sand. Use liquid sandpaper. This makes the surface tacky and helps the primer grab onto the existing paint. I have used this for many years on many surfaces, including kitchen cabinets. Then use a high quality stain blocking primer and high quality satin or eggshell finish paint. You can follow this with a non-yellowing polyurethane if you wish to add even more durability.
Remember, you still need to scrub them down, and start with a clean surface. Try a liquid sanding compound after that, then primer (likely at least 2 coats). Then pick whatever color paint you want! And higher gloss paint will allow you to scrub better long term.

Use a product like Durasand that will degloss the finish and give some "tooth" to the finish for the paint to adhere to.
