There is a lot of paste as it was awful to remove the old wallpaper. I would like to find a way to restore the baseboards without having to replace them all. Any suggestions?

You could try to remove them and then sand and repaint? It would be a lot of work, but worth it if it works out! I don't see why it wouldn't, lol.

One cup of vinegar to one gallon hot water. Wash with a sponge.

If the baseboards are wood finish, I would just use some sandpaper to smooth out and then stain and varnish to match.

Warm water mixed with fabric softener 4 to 1 removes wall paper paste.
