How do you paint rocks with a glow in the dark product?

I tried a popular brand of paint and nothing happened. No glow n nothing. The rocks just got wet.

  I actually tried Rustoleum ! It did'nt work. I used the whole can!

Prime first.

I use Glowz spray paint. The rocks will need to be exposed to sunlight during the day.
